I don't know when this particular dub was made, but yeah, many foreign shows and movies that are broadcast on TV in Poland just have a single lector reading the translated lines for every character, women and children included. One reason for that could be a limited budget. I'm used to it since I've visited Poland several times in my life, but I know how low-effort it looks in comparison to other dubs.
