My experience is the common practice for all agencies are to answer the phone, say no & hang up. That creates twice as many calls because the first call is not really being dealt with. The metric is they are evaluated on as an employee is causing that to be common practice which makes it be that their work never really gets to giving customer service nor the task they were hired to do rarely gets done. It's like a dog chasing it tail.
