Any insulation foam would work. For stucco, you will need masonry bit to be most effective. However, if you are only drilling one or two holes, regular wood bits will be ok too.

A Hammer drill with a Masonry Drill bit.

I tried drilling from inside just in case if I make mistakes. I could find a place without studs and drilled from inside . After 12 inches I hit a hard surface . What am I missing here ? I am drilling at exactly the same place where you are drilling .
You may have hit metal flashing within the wall if it’s above a doorway/window etc.
My issue is I need to get my ethernet wire from camera from the garage to my 2nd floor then attic. I'm in Phoenix, have the same stucco.

I'm looking to hardwire my cameras not plug them in! I want to cut off the cord and strip the wires and connect them without a plug!

I know you meant well, but this is a very poor installation,you can tell this is an amateur installing it. That installation hole is at least five times larger than it needs to be,pro tip use the right tool for the job.
If this was a higher wattage piece of equipment, you could overheat that cord, folding it over so many times like you did .
