Reason for dark ages having alot of scrapped content is that it was around the time people who worked on pvz2 under popcap were laid off/left leaving dark ages incomplete
Imagine if this hadn’t happened such as having some more shrooms or cheap producers with the doom shroom being the last plant unlocked that requires 500 sun, 250 sun in the classic 25 meta since its broken.
Let me guess, creative differences on how to proceed with the game, probably regarding monetization. They kinda became EA levels of greedy during the development of PvZ 2 after all.

I did some research on the Burnade some time ago, and the explosion it creates actually depends on the zombie's health. If it's a regular zombie with no headgear for instance, it'd be small in range and do pretty sad damage. But if you use it against a gargantuar, you essentially get a doom shroom at the edge of the lawn without the crater.
Remember back when Plants vs. Zombies 2 world maps had branching paths, locked doors and keys? Each key and door matched the theme of the world and you needed to unlock a star portal to go to the next world.
And it also adds the expansions that were scrapped, and not only for the worlds that originally had expansion levels in the vanilla version of PvZ 2, it also adds expansion levels for all the other worlds.

The expansion levels are real, in a old version of PvZ2 there's expansion levels on all the worlds (idk if exactly on all) and also another boss fight, but since it's only text as you showed about those boss fights we can't know exactly how it could be, but as far as I know it's the same boss battle on each world but with higher difficulty

for the sea shroom, due to it being PvZ 1 nostalgia pandering, it can be assumed it will be a plant similar to the PvZ 1 counterpart, where it was exclusively able to be used in water and was essentially a slower charge puffshroom with the ability to be planted in water, with the plant being exclusively designed for fog levels
Why does this game have so much content? This is probably the pvz game I have played the least, and yet everyone still plays it enough for all this content to exist lol

I think I know how sea-shroom should work, here’s how: They can be planted on land but will not last for long, the recharge is still the same and when in water like in big wave beach or *pirate seas (for some reason)* it will last forever and it’s like a clone of puff-shroom but lasts shorter on land and lasts forever in water, that’s how it must work :D
in the modding community "pet@ZombieTypes" is a type of zombie that side to plants or should i say a zombie who eats zombies. Cleopatra and Barrel zombie are actually been used and restored on a modded OBB of PVZ2 which is Ultimate Obb as it's name. Veterans and some rally flags zombies were going to use on expansion levels like Ancient Egypt, Pirate Seas, Wild West and Far Future sadly PopCap is lazy to add more and the additional levels on i said worlds are being removed and replace as a quest.
The expansion being cut is because the community (specifically, newbies) gave bad opinions in play store due to the levels being too hard to them, so PopCap got the perfect excuse to be lazy and just didn't finish dark ages and frostbite caves but wild west. These would've been later repurposed to the quest log, but deleting (or leaving UNUSED) the first 2 levels

There's a zombie in the mod Alternate Universe called reanimator zombie who might've been what the gravedropper zombie was gonna be. He carries a grave and when he dies, the grave drops on the tile he's on and spawns zombies for a while.
The sprout game ideasounds amazing! Aswell it's ability was implemented I PVZ HEROES everyone loves using it! I had random crazy strong pull or weak ones!
