Probably. It's really hard to hit those bombs in the end because you can't see the bomb half of the time. And i guess that they thought that the pickpocket missions are getting old, so they removed some from the game.
In the end that's just my guess. Let's hope that we'll find out someday haha

Firstly, I wonder where this tutorial would have been placed in the story, as I see the ‘moving sign at the top of the tower’(don’t remember what they actually called it in game)
Also, although this seems really interesting, I loved the hazard room that ended up being used, and I kinda see why they cut the Carmelita chase part, as that seemed kinda glitchy. Although, this makes more sense for the locks, and more importantly: Throwing stuff at the axle makes a lot more sense than a few guards randomly walking straight into it

So the recon mission where you have to tail Octavio and take pictures of him polluting Venice's water was originally a pickpocketing mission where the focus was on destroying the Ferris wheel?
That explains why there were locks on the controls in the final version.
And quite frankly, this mission (As funny as it is), would have been boring...and the baseball minigame was just bad, so I am glad that was removed.

This mission wasn't in the final game. The only thing that happens in the final game, is the destruction of the ferris wheel, but that happens at the end of the recon mission, and in a very different way.
