Isolated islands have an issue with removal of trash, especially if they are poor or low lying. There's no suitable land for landfill and no recycling services that is cheap enough, so unfortunately it does tend to just pile up and eventually it is just all removed at once. Its just a product of how products are packaged unfortunately. If consumable good were put in reusable dispensers they might be able to cut it down but it is a few years off.
Its a poor area, poor areas tend to be full of trash for quite a few reasons. Combine that with the fact that its an isolated island and well there you go.

I don't think there is an accurate GDP measurement for the country out there, and most of its $300M of yearly revenue is from donations. Its main services are tours and gift shop merchandise, so it probably does have a GDP less than Tuvalu.
