Good evening. Mr. Copoulos. I recently lost my job, and is contemplating breaking my current lease agreement with my landlord and move in with my relatives. The landlord never sent me the certificate of suitability, the statement, or the booklet. However, he does not have active violation with the city and did state in the lease agreement following language: "Tenant acknowledge the receipt of any disclosures required by the State of Pennsylvania as well as any disclosures required by federal, state, and local jurisdictions." Do you think I can break the lease based on the fact that I never received the aforementioned items or the landlord's generic disclosure clause acts as a waiver for the certificate and booklet or the fact that he has no active violation can be considered as a substitute for the certificate?

There is no substitute for a Certificate of Rental Suitability.
