Sasaki never accomplished anything to be worthy of the title grand saber. He is most famous for being beaten by Musashi with an oar not even a sword. Izo is close to the modern era where there is little mystery around so none of his feats are legendary and he is an assassin to boot and he is far less famous than other swordsmen of his time like Okita, Hijikata Toshizō , Saito Hajime. So not grand saber material either.
