- Esta ponencia fue presentada por Analí Briceño (Universidad Antonio Ruiz de Montoya, Perú) el 4 de febrero de 2021, durante la 4ª sesión dedicada a la "Políticas de disuasión y respuestas en Latinoamérica" de la VII Conferencia Latinoamericana sobre los refugiados, organizada por el Comité Helsinki Húngaro, con el apoyo del ACNUR, como parte de la Iniciativa RELATE (Refugee Law Teaching Support).
English summary:
Since 2015, there are more than 5 million Venezuelan nationals that have left their country, and 870.000 who have entered Peru regularly, 2.000 recognized refugees and 496.000 new asylum applications until June 2020. The new humanitarian visa created in Peru in 2019, caused irregular entries and smuggling. In this context, some of the main challenges lay within the international protection and migration systems, in some cases the right to access the asylum procedure isn’t guaranteed, especially during the pandemic. Furthermore, the militarization of the borders, the use of force and the forced deportations by the authorities are putting people at risk and doesn’t guarantee their right to access the asylum system. There have also been new challenges regarding the five new decrees in 2020, ranging from repatriation of foreigners who have been affected by the pandemic (directly targeting Venezuelan nationals); typification of illegal entry as a crime, preventing the entry of foreigners with penal sentences, to the non-compliance of the UN Global Compact.
