I poor sand up to 3"-4" from the top, compact it with a cut-off stake, then pour-in cold asphalt, and compact it.
It does take longuer, but it gives me the feeling that I fixed my hole better than it was before and you really can't see the difference.
I've been back on jobs I had done the year before, trying to find my old holes and I could not find them at all.
But it does take longuer than the plugs.
