Songs like this have no 'owner', they're written and passed down and onto other people, that's what folk music is, each artist has their own arrangement of each song, most of which have no actual owner anyway because they're so old that nobody knows who wrote them. For example, pretty Polly isn't Dock Boggs song, as the earliest broadside versions of the song were located in Gosport, England in 1765.
Edit: second example, man of constant sorrow was originally by Dick Burnett, but the original recording was lost. The first released recorded was Ralph Stanley and (fun fact) Dock Boggs was playing the banjo on that record. But in an interview before his death Burnett said he actually wasn't sure if he wrote it or it was taught to him.
