He's from the Sunset Savanna, just like Leona and Ruggie... but for some reason, he can speak fluent French. The characters even remark on his language skill during the Glorious Masquerade Event. xD Maybe one of his parents could be French? The game hasn't revealed much about his family, except that they enjoy travelling and seem to be somewhat rich. Or, alternatively, he could've learnt French at a young age and then developed a passion for it.
