I actually was surprised he knew epel at first, but I think it's a defense mechanism of Malleus cause he knows they're dream hopping and can't have them waking anyone up by popping in and being like "who are you?!" It could be that depending on the person and on what time the dream is taking place, memories and timeline get fuzzy. Remember Sebeks dream? It was immediatly for Lilia's party and he acknoledge us as the Ramshackle dorm.( He recognized us as the inferior students) In Lilia's case, we were back hundreds of years ago, so it made sense that in his dream he couldn't recognise us. (Also it was more of a memory, so to prevent waking up he only remmembered people of that time) Epel remembered the events of the first year a bit because he recognized us, but didn't think of an explanation of how he got ripped. In Rook's dream, different events happened in the past so in his current time he doesn't have a motive to be in Pomefiore but remembers everyone and maybe credits it to his stalker nature(without Vil he can stalk more people in the school).
Rook is just built different and is dependent on the timeline the dream is set to. He never meets Vil so he never transferred to Pomefiore. In the current timeline of his dream, he is in third year and therefore Epel would have already enrolled in NRC at that time (also proven by his room being a one-person room). On the other hand in Vil's dream where he never attend NRC and pursue his career, he doesn't even know the gang completely.
I'm pretty sure he recognizes us because he's a 3rd year in Savannaclaw instead of Pomefiore. Since Vil isn't in the school he doesn't have a reason to transfer dorms. This isn't 1st year Rook, this is Savanaclaw Rook that never made it to Pomefiore.

In one of the latest chapters they said that the happiest moments comes after great sadness (like the importance of Lilia's dream). Rook's saddest moments being Vil's rivalry with Neige, the poisoning attempt and overblot back in Book 5. If he dreams of Neige and Vil being good friends in the first place all of those sad events wouldn't happen. Correct me if I'm wrong :'))
