I was a sonar technician in the navy, can confirm, sound travels much farther underwater. If you're in front of a sperm whale or a ship using their sonar, you will die, and it will hurt.
The thing about transporting VIPs to conferences that the Allies figured out was that it was safer the faster you traveled. So when they sent FDR places on ships, it was always the fastest possible ships...and what better fastest ship than the fastest battleship...the Iowa class were the fastest battleships ever built. Subs could only reach a maximum speed of about 20 knots in WW2, and that was on the surface where they were not very sneaky. If they wanted to be sneaky they had to submerge, and then they were limited to 6-8 knots maximum speed...they just could not keep up to ships traveling faster than 20 knots or so. That is why the US also sent most of the troops across the Atlantic to England in very fast troop transports like the Queen Mary and other ocean liners...they were so fast the subs could not catch them.

Right at the start of this one he says that the US started working on a bunch more naval power after Pearl Harbor, and that is not true. It is true that America going to war sent the naval building program into super overdrive, but the program began well before Pearl Harbor with the passage of the Two Ocean Navy Act of 1940. It authorized over 250 new ships for the US Navy, including the first large batches of the Fletcher Class destroyers...and the ships laid down by the 2 Ocean Navy Act started to join the US fleets in early to mid-1942,
It's also fair to say we got started earlier that than with aircraft naval and ground weapon/tools development. Can think of several things we went oh shit those guys r building what now? Time to catch up.

Congress abolished "With Hard Labor" sentences in 1954 for the Federal Court System. I believe this effected the UCMJ as well.
