Most one piece fans also remember Oda said Luffys mom had already been in the story a long time ago, it's still likely Croc who existed as a man before the former Kuja Queen "died" 13 or so years ago. (That timing is close to when the Nika fruit went to Whose Who to protect and when Shanks stole the fruit, so maybe if she is dead as a woman she could have eaten the Nika fruit.)
Though I am willing to bet this Kuja Queen is still alive as a man, her name was a boys name combined with a girls name, so Ivankov is likely involved with her disappearance.

It would definitely make sense if Luffy's mom is the '1st Gen Empress' of Amazon Lily. Why? Remember Kuma's Devil Fruit power? He can only send a person to a place he's been to before. So, knowing that Amazon Lily is an island for women only, why was he there before? Maybe during his revolutionary time with Dragon, they somehow ended up there, and Dragon might have met Luffy's mom.
And another thing, remember after the Marineford Arc, Buggy mentioned that Rayleigh is Luffy's uncle? If Shakky is the 2nd Gen Empress, then she might be related to Toritoma, the 1st Gen Empress. They are probably sisters. If that's the case, that would make Shakky Luffy's aunt and Rayleigh his uncle.

Problem with the Kuma theory , is the he sent each of the strawhat members to places they never hailed from or had ancestral relation to. Luffy going to amazon Lily was just a coincidence of moving the plot of the story.
It's because of their haki ability? Luffy had to learn haki and Amazon Lily was probably the best place for Luffy to unlock his haki. But it could be for other reasons why Amazon Lily a place only for women, that we don't know but it could be random too and Kuma might had known he was not a foolish perv like Sanji.
