MR mostly measures skill with Elo -like rating unlike LP, which is more of a measure of experience. You can't "grind" your way to Legend if you're not beating people below your skill level. So assuming similar time investment per character in a phase, the difference in MR will reflect skill level between two players. What can happen is higher skill players choosing not to play a particular character as much in a given phase leaving the with low MR, but if they did play a substantial amount, their MR would reflect their skill.
@@ds6972 it definitely does measure skill to some extent. It's possible to be hardstuck at a rank below master, and you can def tell those players apart from the ones that did reach master Or at least to some extent

Some days, Shuto is #1 Akuma. Some days he is #10. It is never consistent. Because the rnking in legends is so tight, you will need to have a large majority of the players to play consistently and relatively the same amount of games to reflect skill > grind. This is why I said Legends is about grind. For a long time TS was the #1 Ken in the world yet he often lost to Daigo, Tokido, Shuto (modern Marissa version), Kakeru, Nemo, etc. Yet those players with the exception of Tokido and Shuto never even reached top 3 during that period ( section of Season 1). TS just played more and beat up the "lower" level Legends. I amnot saying Legends is devoid of skill. Obviously that is the opposite. But in a relative perspective (legends vs legends), legendary rank is very deceptive. Often it reflects who is the most active player right now, instead of the most skilled.
