I'm from Dubai, and before oil, pearl diving was the major source of income (people would freedive in the sea to hunt for pearls), so it is quite fitting to use a mother of pearl dial which is also colored like sand (the desert). It's a very unique color that I've never seen before as well, so yes you are right, it's not all about specs, otherwise quartz has better timing specs than any automatic watch for example...

Shortly before oil, the Japanese discovered how to cultivate pearls (like farmed pearls) so they produced a lot and the price collapsed, which killed the pearling industry and caused an economic crisis in Dubai. Unfortunately it's fully wiped out especially as it is a bit dangerous, there was no scuba diving equipment so the only things they had was ropes, nets, and some basic tools and had to hold breath for a long time under water and then tug the rope to be pulled back up.
Looks to be a very well executed piece, although really not to my taste. Not being able to read the numbers on the bezel would drive me nuts :) It would be a dull old world if we all like the same thing, though, so kudos to the maker for coming up with something that stands out from the crowd.
