It is important to #1) Let the tubes warm up a few minutes before testing them. #2) set all switches correctly before installing tube to test. #3) Get the range switch set correctly. If the range is not set correctly your meter readings are not going to be correct.
The meters are fine they don't lose accuracy. But parts inside tester like resistors drift up in value. Caps should be replaced, controls cleaned and testers should be calibrated after that.

Yes it's ok if fuse light does that means a surge when a high current tube is in tester on power up.
