Really tough, there is no perfect workaround here. You can just continue to follow up with Google, ask them why it happened and hope that eventually they give you a chance to fix it. Or, alternatively, open a new account at some point.
it's a grey zone at the moment. they wanna discourage a poor quality user experience which is usually associated with Google but if you can mitigate these drawbacks then they can be more forgiving towards you - this was explained by my Google ads account manager who was trying not to give a straight up answer when I was grilling her regarding this matter.

Hi ! I have a question regarding Google negative keywords. So if I want to add multiple Shopping add (low priority with high cpc, and high priory with low cpc). But I want to add negative brand keywords to a shopping add how does it work? For example I add the to my Low CPC, high priory ad the negative keyword "Nike" : He search for "shoes" only. A) Will it work only for the specific search Like if he search for " shoes" my Nike shoes add will get filtered out from my Low CPC and high priority add and Google will choose my second ad? OR B) since he didn't searched for "Nike shoes" only "shoes", my high priority, low cpc add with the negative keyword Nike WILL show up since he did search for shoes not "Nike" or "Nike shoes" So which is it? I've got a new campaign with no data. I have 1 click with 600 impressions over 2 products. How long have U seen it take to get in more clicks and optimise? I find with my client's sleepwear store, it takes between 4-6 weeks before I get a decent amount of impressions for new products added. Its been this way for the past few years. I'm not sure how to expedite this, why its taking so long. Usually this means almost zero impressions for the first 2 weeks.
Glad you like it! No I don't actually, I never spy on Google Shopping, only checking competitors and products manually. But with the niche stores we use and work with we also don't have the need to spy, as we are building them from scratch without bothering too much about competitors.

Thanks Stewart! Yeah I thought after all this time I come back with a longer one, haha! The budget should mostly depend on what you are willing to spend and can afford. Not so much how many products are in there or anything. A good starting budget is $20-50 though

Thanks mate! Thats pretty normal: a tROAS restricts the campaign and it effectively tells Google to be more careful with bidding, which in turn reduces spent most of the time. Smart Shopping is a really fine line, lots of clients that come to me have this exact problem. I usually recommend running not ONLY Smart but somewhat splitting it up, some Smart, some Standard, then you have to experiment with tROAS settings and improve it overtime.

Manual CPC without enhanced and whether to put it into its own campaign or not depends heavily on the product actually :)
