This scene is heartbreaking. Russia got a chance to finally make a real friend but he was already too damaged mentally to take it. If these two met earlier it could be a much happier story. Lithuania is such a kind and patient person, he could be a devoted friend to Russia and provide him comfort in hard times. Deep down inside Russia has a big and generous heart, so he could become a great friend for Lithuania as well. But life is unfair. I feel awful for both of them. They didn't deserve to be treated so badly. I wish their toxic relationship could turn into a healthy friendship someday, but since Lithuania is too scared and tortured and Russia is too insane there's probably no way this will happen.

The cinematography is also somewhat telling, such as the close up on Russia's hands. Not only does it show how he's literally freezing and how he has been subjected to hardships so long he's just used to it, but perhaps also foreshadows the harm that will come to Lithuania by his hands. And of course, their clothes parallel each other. Lithuania is well dressed and warm where Russia is in tatters and visibly freezing. Later the reverse comes to pass in which Russia is the one who is consistently well dressed and Lithuania is usually dressed in a simpler manner or in a military uniform to display his subservience when under Russia's rule. In addition to that, Russia is the one who always appears comfortable where Lithuania displays discomfort in his environment when with Russia. I can't believe I'm seriously analyzing the anime for Hetalia like this but if any of the scenes, especially from the first three seasons, deserves a serious look, this scene is definitely one of them. In short, Liet's dog knew what was up.
