What currency are you talking about? The pink tickets? Those are only used for old skins of useless valks that have no use. In hi3 the good skins usually are from spending events (lot of crystals spending), skin banner (14k crystals to get it if not really lucky), free from events, or in the worst case you have to pay with coins.

I am having a hard time figuring out what could cause a delay for something seemingly simple as making a skin. I see people modding skins in the game all the time pretty damn quickly. But I know nothing about game development so idk.
Probably ui and animations, mods often have clipping issues and such, and this video says that the skins get different animations too Genshin took a while to get skins too, it's probably because they want the game to progress a little and focus on other stuff first
