Always found this scene funny. Kolrami literally is JUST an observer, he holds no commission and isn't even part of Starfleet. With the Enterprise under attack, they are now in a military situation. He has ZERO grounds or authority to order a retreat. Picard was right to slap the mushroom down!
In any case, the crew would have ignored the order, since he had no authority to issue one. Indeed, he could have been tossed in the brig for interfering with crew operations in time of combat.

I always liked this scene because it differentiated TNG from TOS. Kirk was frequently forced to do things by visiting Federation bureaucrats, usually to the crew's detriment. Picard finally had the authority to put his foot down.
Unfortunately the bureaucrats had the authority of Starfleet, though Scotty didn't mind telling the bureaucrats to stuff it when it put the ship in jeapordy or went against Kirk's orders.
Exactly, wanted Scotty to drop shields and show a peaceful posture, after lying, kidnapping the away team, impersonating the Captain and shooting at the Enterprise.
It wasn’t just the 40 men on the other ship. It would also be a MASSIVE show of weakness that would only entice more aggressive moves from other super powers on The Federation.
One would think that a tactical genius like him would know that. Or perhaps he is a tactical genius on the small scale. Individual battles rather than the big picture.

That Ferengi had balls to attack a Galaxy class starship. Strange to know that they did not consider under normal circumstance they wouldn't be a match for a Galaxy class, and yet they attacked anyway. It's not even Ferengi style to attack, because they are traders, not warriors.

An observer cannot override the captain. The captain is the one responsible for the vessel and crew, *NOT* the observer. Picard was well within his rights to nullify Mr. Kolrami's order.
Hot take: The person they got to play Kolrami was absolutely perfect. They play the "Stuck up, snotty-asshole" role exceptionally well. One of my favorite one-shot characters.

The use of the Ferengi in this ep as the antagonists must have been an inside joke’, since they had been supposed to be the new enemies in TNG, but had been replaced by the Borg, and the exercise with the Hathaway was designed to train the crew to face the Borg
This was a Season 2 episode. The Borg had been introduced in a single episode a bit earlier than this, but in a distant part of the galaxy. They wouldn't make an appearance in the Federation's part of the galaxy until the end of Season 3, so they weren't yet the main enemy.

At the point in the battle where Kolrami is ordering Picard to retreat the Enterprise isn't even close to being in danger. Picard knows his ship and what it can take. If it came down to it, he would have retreated. He's not suicidal or psychotic he just knows that that is not the time to retreat.

Maybe yes maybe no, but considering the outcome, I doubt anyone would question Picards actions. Even if Kolrami had any theoretical authority, I guess, should there be any official inquiry, that Picards actions would be considered justified, because of captain's responsibility for the ship.

The writers wanted to show that the strategist was a coward who was willing to sacrifice other people to save himself and was letting fear of death drive him to whine that they should retreat. They were also showing how he and his people despite their intellectual abilities couldn't hold up under pressure like Picard and his crew could.
