Rose cuttings can be taken any time of the year. Soft wood cuttings are taken in spring or early summer, semi ripe cuttings in mid to late summer and hard wood cuttings in winter. I find this is a good time (July in Uk) when cuttings are ripening a little and so less lightly to wilt but are quick to produce roots. Hard wood cuttings are very slow to root and are therefore not as successful. Using long, thicker stems as in the video are usually easier to root, the new growth in spring can be very quick to root but I find that they often die before the roots develop.
