It just seems to come out of left field to justify the Dragon Ball Z title. I tried researching it, but nothing was ever mentioned. We will get better voices for both Kami and Chi-Chi beginning in season two. I hate their voices for this season. They're like nails on a chalkboard for me right now. "Mahogany." I don't remember how Piccolo came to the conclusion to destroy the moon, to be honest. It's been a while. Saiyan children can regrow their tails at great stress, this is why Goku kept getting into trouble in the original Dragon Ball series.
Raditz said that Saiyans get there full power from a full moon, so piccolo destroyed it since he thought this was what he meant. Piccolo wouldn't have known about Goku's transformation because he never transformed during the King Piccolo or Piccolo jr saga
