When an artist says they did a piece, just to get some ideas off their chest. What is meant by that??? Do they mean they want to try out a technique? Or a character design? A particular look they are trying for?

That really depends but it can technically be all of it.
Sometimes its just a spark of an idea or a shape they have seen and want to try to draw something in that shape. But it can also be just some creative energy you want to get of your chest, or you had a super stressful day and you know drawing calms you down so its the perfect relaxor.
