Thats actually the only way you can obtain almighty amp in this game, and only skills of a certain tier can become it. I have spent millions of yen on fusions and still havent seen it naturally. So the fact that they got this while fusing messiah for the first time is definitely something. It is all of the things. Luckily you can break this game in half and almighty isnt as strong as physical or elemental so it isnt really necessary, but it would be nice to see naturally.
