      the police was actually being helpful but the hospital failed him cuz he was homeless they and possibly had addictions aswell as mental health issues too plus how he was drilling is a major sign of a overdose the hospital staff obviously did not give a damn cuz as high as he was his vitals was more than likely at unhealthy levels eithor but due to his unfortunate cercumstances him dying clearly shows how much they cared even the officers said too that why you call us for this is not even nessacary for us to be here then the one hospital staff said that we even called him a cab to a shelter he refused to go they not knowing how that shelter system is a whole process that must be done to get in to a shelter I know this cuz I used to be homeless the rules laws and how any shelter varies by state or county that it not as simple as just showing up there and you are able to go in go to bed it does not work like that for example you has to do an intake wich can take up to an hour to complete some times bed availability so there may be a wait list wich can take months to get a open bed it is winter time so there a high possiblity the shelter is full plus his state of mind was not functioning to awnser any questions some shelters perform breathalyser drug tests all that sounds me not all very well might not even excepted him in or another thing to factor in on this care here is there is time frames hours to enter the shelter he might have been past curfew or intake times you see that hospital staff was so quick to judge they ignorance knowledge of how to help someone in this type of situation they just figure oh we will just use the petty cash fund call him a cab get him out of our hair we did all that we can do for him to clear they own causicious then low and behold the unthinkable happened he died this is solely the responsibility of that hospital period if they would had been thoroughly monitoring his vitals put him in a over nite observation room he still prolly be alive now that a lawsuit rite there the ignorance negligence lack of compassion the whole entire approach to hos care needs was not met lets just hope this makes enough headlines to prevent future deaths of homeless ppl whether they are addicts mentally or just poor hit rock bottom fell on tuff times wich can happen to the best of us they still human beings

      Why? They organized a shelter for him, organized a cab to take him there, he started acting up as soon as he knew he was getting discharged. The only person to blame in all of this is the guy who knowingly and willingly chose to become a junkie.

    I just saw that the officers were put on administrative leave. That’s not right. The officers were not to blame in this one. They were in an impossible situation and I applaud those officers for not just leaving this guy at a bus stop.

      They might have done it voluntary, after a situation like this, they might be taking time to recover due to it obviously being a traumatic and sad moment.

      I’m 100% all for holding officers accountable. In this case they are not to blame. They absolutely have every right to be pissed off like the one officer was . That statement by the hospital is atrocious. There should be people outside picketing that place right now. Disgusting how they treated that person. I’m sure they have public funds that they get like every other medical facility does basically in this country the people involved in determining how much they get should put some serious consideration and pressure on them to do much better than this if not, that money should be taken away again absolutely disgusting how they treated this person.

    Jean Michael Descamps was only 26 years old, emaciated, and in very poor health and the hospital said there was nothing wrong with him????? The hospital professionals that mistreated him need to have their licenses revoked!

    “he’s chronically not thriving but there’s no medical reason for him to be here anymore” that sentence made me so angry. this goes beyond medical malpractice, this is literally murder and it’s straight up sadistic. to see someone in such an obviously unwell state and literally kick them out when they need help the most, is fucking cruel and there’s no other way of putting it.

      i wanna know how many chronically ill people came to the hospital in severe pain and were scared and this man just threw them out? how many people have suffered during this man/peoples shifts? its horrifying. the fact that a drug overdose of that nature could have at least been worked on to try and save his life, those actions should have been taken. medicine has just become a job for money and no one is sincere.

      Thank you for saying that, and in that way. All of the words I heard from the hospital staff were disturbing. Some of that vocabulary was very specific, well rehearsed, and openly accepted to be said out loud in a tone that was clearly discriminatory but said without shame. I wanted to vomit when I realized that and started to put two and two together. It means that this kind of attitude towards this particular group of people has to be a common occurrence, given what this video showed us.
      So, how many times has this happened before, in this hospital and others across the US? How many in-hospital deaths have gone unnoticed because nobody cares about these people? What secrets do nurses and hospital staff across the country have that they can't speak about?
      I get more and more freaked out as I think about all the implications that this incident points to. Doesn't take a rocket scientist, or even a doctor, to figure out what's going on here. I will never unsee that poor man in that hospital bed. Never.

      The problem is Portland allows people to do drugs. The staff have seen so many drug and overdoses they become numb. It truly is heartbreaking

      Hospitals deal with alot of crap I knew a lady that would go in every chance she got to complain and try to get pain medication. It’s not right but I think many staff just get fed up and have very low tolerance for anyone.

    Very obviously the hospital screwed up and I'm glad the cops pointed that out! I believe that charges should be brought against the doctor/nurses that mistreated this man because they basically killed him.

      truly agree, their blatant bias and assumptions of what they deemed as "another addict" cost him his life. unfortunately providence has many staff members behave like this in Portland from the experience I had with my mom. She wasn't an addict. However, their bias hindered her treatment, and she died.

    This is why I didn't go to ER when I shattered my tibia and broke my ankle. I have been treated horribly by the staff previously who believed I was an addict because I was in pain. I got into my doctor the next day after 14 hours of horrible pain. The system is broken and my heart goes out to his family. I am a disabled veteran and am ashamed of the country I served. It's inhumane to treat people this way.

    Why did you hide the faces of the negligent hospital staff? They are the ones at fault, not the cops. Providence at its best, once again. I’m pregnant and live 3 minutes from that hospital, but I drive 15 minutes to Oregon City for all of my medical appointments, and wouldn’t trust that place in an emergency, because Providence Milwaukie is so chronically terrible. I’ve lived in Milwaukie my entire life, it’s always had a terrible reputation. Shame on those staff members

      The media claims the police department did that to people who weren't directly involved in it. Which is totally false cause at 1:37 they clearly blur the face of staff involved. The media needs to push harder. They also need to disclose the names of the staff with a picture. I bet they won't cause the hospital pays for advertisements for the network.

      im not sure how to tell you this but oregon city hospitals are no better than milwaukie. the only hospital in the area that is worth anything is OHSU. plus why are you going to milwaukie hospital for your pregnancy?? shouldnt you be going to the clinic down the way called the healing place? so you seem to be a bit confused maybe its because you go to oregon city for hospital visits?

      @@whatwhy1533 research the Willamette Falls hospital in Oregon City and Women’s Healthcare Associates, it has a wonderful record, amazing midwives, and I know dozens of women who have given birth there. OHSU?? That would require me to drive to Portland for care, which is totally out of the question. I will not go to Portland for medical care, my car would be stolen on my first visit. Oregon City rocks, I’m planning to move there as soon as the interest rates go down and I can move even further south from my home in Milwaukie, which is turning into Portland unfortunately. I’ve lived in Milwaukie for 35 years, my sister gave birth to 4 children at Willamette Falls, I have zero interest in your opinion.

      Actually, it's not hard to find cops with compassion. Not hard at all. People don't do this dangerous, stressful, and underpaid job on a daily basis because they don't care about others. Most of them are more compassionate than your average Joe. Some burn out from the stress over time (very understandable and doesn't make them any less compassionate) and a very, very few end up making bad decisions. But, overwhelmingly, most LEO's are compassionate, patient, and good human beings who do their best despite the pressures of their jobs. That was an unfair and non-factual statement you made. You should take it back if you really do believe these cops here were compassionate.

    I'm not homeless and I went through something similar. My life was put in danger because medical staff decided I was faking it. Fortunately I was able to get a ride to an ER that relied on test results instead of "years of experience."

    Well... apparently there was a 'medical' reason for him to be at the hospital. Whether it be drugs or otherwise... he obviously needed to be at the hospital because now he's dead. This is on Providence... not the cops. Providence needs to be held accountable!

    As a nurse you can clearly see that the man was in bad shape. Underweight and possibly dehydrated with sores on his legs. Dehydration can cause cardiac dysthymia which can be fatal without emergency care. Because he suffered from drug addiction very little attention was given to him. He also could have been going through withdrawal which could cause a seizure or a heart attack. The health care system is Broken.

    As a health care worker you should treat everyone the same regardless of what they are going through and how they got there. If he said he wasn't well, what would have been the harm of them watching him overnight and re assessing him in the morning? The man died in less than 15 min from leaving the hospital? Seems like they didn't think he was worth their time

    The Providence Milwaukee Hospital is now officially shut down and its former staff are now rotting behind bars because they refused to help a 26-year-old man with medical issues. Even the cops were disappointed with the staff of this specific hospital who thought that he was having a behavioral issue. In fact, the cops transferred his dead body to another hospital. The Providence Milwaukee Hospital staff have been charged with the murder of this 26-year-old man who was suffering with medical issues.

    Horrible. Hospitals have lost their empathy. I am sure that they see cracked out/mentally ill homeless all the time, but he looks terrible physically. He was in emergency room you would think that they would at least run a drug test. He looks like he is starving to death, you think they could at least gave him bed and gave him fluids and some food.

    This was someone’s son. They saw him as some “malingering homeless” guy who just wanted to sleep it off. They didn’t even want to give discharge papers cuz… the guy wasn’t even supposed to be there?
    Reminds me of when the hospital (Tualatin) twice refused to admit me when I couldn’t breathe due to COVID. My doctor’s office had the ambulance take me to St. V’s instead. There they actually did an MRI and found I had actual “reasons” why I couldn’t breathe. Glad I was able to communicate my needs to my PCP. This poor guy was too far gone to communicate to anyone who could advocate for him. May he RIP. May those who sent him away get the new year they deserve.

      @@Jimmythefish577 it was really scary. I don’t know. I was trying to breathe but for some reason my lungs weren’t receiving sufficient oxygen. I guess I got enough to sustain me until the ambulance finally got there? My doctor prescribed an inhaler. It worked a little bit for one evening but by the next morning it was insufficient.

    I've been working in the Healthcare industry for 17 years, I've never seen nursing staff lack empathy and treat someone with very little humanity in my life. This truly saddens me, it doesn't take a rocket scientist to know that it only take a person a second for their health to become debilitating or critical. My heart goes out to his family and friends. May his soul rest in peace. They should loose their license, we need to be held accountable for our negligence and ignorance. ❤❤

    Thank you for covering this story. This is not an isolated incident. That’s is how Providence Milwaukie operates. They prey on weak and defenseless. PMH seems to hire especially cruel or even sadistic people. Please, see a review from July 2023: a young man Jeff Golden died from an aggressive spine infection because PMH sent him away without doing an evaluation of his back pain. He went to Kaiser a few days later, when it was too late to save him. Please, cover that story as well! PROVIDENCE MILWAUKIE NEEDS TO BE STOPPED BEFORE THEY KILL MORE PEOPLE. CALL OREGON HEALTH AUTHORITY. CALL HOUR STATE SENATORS AND CONGRESSMAN. FILE COMPLAINT WITH OREGON MEDICAL AND NURSING BOARDS. WE NEED TO ORGANIZE TO STOP THEM FROM KILLING OTHER PEOPLE.

    I can't believe this happened, and that it happened to Jean... We were never close but we used to hangout within the same friend group years ago. I spent a lot of time near him. This is crazy. Rest in peace Descamps. Fuck the system man. Them saying they'll 'do better' won't bring Jean back.

      I'm sorry for the loss of your young friend. Too many of our young are being destroyed (which I believe is intentional) by the systems that are in control, and the way this sh*thole planet is set up. It should be better. But it never will be. It's all by design. Keep your young ones close, and always tell them the truth about the world (enough with the santa lie, for example.) Truly educated people are less likely to lose their way and become a victim to this system. 💐

    The doctor and staff that are responsible for releasing him should all be fired. Anyone watching this video can tell he needs medical care. LE didn't do anything wrong and I feel horrible that they were put in such a situation. I'm glad that LE captured all of this on their body cams. This is heartbreaking to watch.

    My beloved son died in WI 6 yrs ago. He was dealing with horrible cruelty at those hospital up in Door County, WI. I prayed for soul of this young man died in cruelty and mistreatment!🙏😭

    Isn't Providence Hospital supposed to be a Christian based hospital? Doesn't seem very compassionate to turn an individual away who is obviously in need of medical attention. Shameful! I hope they seriously change the culture at this specific location.

      The nuns who started providence have an amazing story. They truly gave their lives in service to the poor. They went around on horseback collecting gold to build the first Providence hospital in this area. They would be rolling over in the grave about this.
      Most people who work for Providence these days do not profess a Christian faith (I am a former RN employee. I loved working for the organization…different facility…PMH has always had issues…I moved out of state so no longer work for the organization). But yes, the nuns would have never done this.

    The way the hospital staff were talking about him is horrible. This is why so many sick people are reticent to get emergency care, they're terrified of being treated like this.

    Wow. Overdoses are quite acute, the fact that he died in a 15 minute window after leaving the hospital to me looks as tho he may have used right before leaving or was given something right before. In the end, what matters is that a young man is dead and the doctors completely disgraced the Hippocratic Oath and the nurses the Nightingale Creed. It's not a matter of "mistakes were made, we're sorry" like Providence is trying to pass this off as... Choosing a career path that requires you to take an Oath or Creed means you are someone willing to go above and beyond for others no matter the inconvenience or discomfort it may cause you. Once you've made the conscious choice to break your vow, I think it means you've reached the end of of your ability to sacrifice without question... And at that point in life it's time to graciously turn in your license. In this case, it needs to be taken from them.

    This is really sad. Even the police officers knew something wasn't right. They had a gutskilling the man should not have left the hospital. If they wouldn't have rushed him out of the hospital which they probably did just because he was homeless. And I'm guessing they assumed he was just trying to use them for shelter. He could have been alive today. This is just really sad. I remember when I was homeless, And what it feels like, today i am not and im doing good. And just because this guy was homeless doesn't mean his future should have been taken from him, thrown out like trash! And he was so young. May he Rest In Pease and i Pray For his family

    Having worked in ER, I'm VERY SURPRISED the cops did not get into the face of the floor super, detailing his continuing CHRONIC/ACUTE symptoms. I really think some heads should roll!!! This action was totally unacceptable!!!

    “Bus station is fine” was the response when an officer said “we have nowhere to take him”. Wow. That’s heartless and anyone making such comment probably should be working in the health CARE field as it belies a lack of caring and compassion.

    Whether or not you believe that a patient is “playing possum”, as a medical professional, if you have a patient that walked into the hospital and was talking, friendly, just like they said, but suddenly his head is down and he is non responsive, you take his freaking obs!
    Surely you can’t discharge anyone without taking their observations right before they leave, just to make sure they are fine?
    As an RN who worked in Scottish hospitals and Australian hospitals, I have never allowed a patient to walk out of the unit until I take their blood pressure and pulse at an absolute minimum.
    But for someone to look like Jean and be unresponsive?!
    There are ways for medical staff to check someone’s level of consciousness. You at least check their pain stimulus, do a knuckle rub on their chest bone, hard squeeze of their fingernail or toenail, if someone is faking it, you will soon know.
    I have worked with some horrible nurses, but most of them still cared enough to make sure that the patient was alright and not suffering. I have only ever encountered 1 nurse in 17 years, who very clearly hated any of the patients who were clearly drug addicts. But I don’t think that even she would have allowed this to happen.
    I can’t tell you how many times I have read comments from people from the US, who state and argue that the U.S. has the best Doctors in the world. Best hospitals in the world. Best healthcare in the world.
    I feel pretty confident that none of them have ever been looked after by any of the “health professionals “ in this video.
    I am heartbroken that Jean was treated with so little care in the last hour or so of his life.
    No one deserves to be treated this way ever.
    I have seen videos of elderly patients in some U.S. hospitals being treated this way also.
    The cops did nothing wrong, but I would have liked to see them refuse to take Jean, if they are allowed to. Then just step back and observe, in case the hospital staff literally carry an unresponsive patient out of the hospital and set him on the ground.

    Basic vital monitoring could have prevented this and wouldnt have taken less time than it did for them to argue with the police period. Its sad when another addict with narcan on deck wouldve given him a better chance at survival than the hospital did. Narcan begins wearing off 30 to 120 minutes after dosage, seems like the doctors there are not only clueless but are too fed up with their job to do it correctly

    Our son went to a hospital in terrible pain not wanting to go to a hospital his soon to be ex wife works in the emergency room. They immediately asked him if he was "seeking drugs" and wanted to discharge him after they went over his pain etc.
    He told them if they toss him out of the hospital he will go to the next town for treatment. Also told them why he didn't feel safe in his town with his ex being in the emergency room that night. She had made threats if he ever showed up at "her" hospital which she deny's.
    The hospital kept him overnight giving as little pain med as possible until his family doctor could be called early the next day and he asked for an ultra sound done immediately. His doctor got the results/gall stones/very sick gallbladder....put our son first immediately into surgery. He was in intensive care a few days as he was full of infection.
    His doctor told the lady doctor there that she didn't do her job as he could feel the gall stones and swelling. Our son said the lady doctor there didn't even touch him. His deductible was paid by the hospital and also a check for his pain and suffering. The lady doc doesn't work there anymore ??

    This is disgusting. It’s unfortunate though a lot of homeless folks use the hospitals as a place to stay for a night or two even if there’s nothing wrong. That causes unnecessary backups & wait times in the ER which over time causes these caregivers (nurses & Dr’s) to become jaded due to the fact that they deal with it so much. The cop was absolutely correct, this is a “community problem”, not a police problem. That young man did not look well, so much so that even non-medical professionals (police) could see something was wrong with him. No excuse for the medical professionals not to be able to see that.
    Most likely they wanted him out of that room so they could bring in someone with insurance. Now I’m sure his family will come out the woodwork trying to be a part of the lawsuit that’s going to happen. No surprise there.

    Law enforcement has to stop removing these people from the hospitals. It was obvious that this man was in no shape to be discharged. They should have refused; and the hospital made to do their job. This is not a law enforcement issue. I’m a retired nurse. I refuse to go to the hospital now! Good quality nurses are hard to find. It’s all about the money now and not patient care. I retired because; I no longer wanted to be part of what I was seeing. I loved my patients and would have fought this discharge.
