Whereas in CO2, the structure is: O=C=O Here, the O atoms, without moving are trying to move the same C atom towards themselves, cancelling the charges produced.

If the molecule has all the elements bonded to the same atom (i.e: in CH⁴) then • if yes then non polar if no then polar

why is H2O polar and CO2 non polar but they have same structure only charge interchanged?
