I am going to be laying some tile like that, only 12 inch on concrete floor, do I need to put that orange stuff down? I have layed tile before in the 80s I dont think they had that stuff back then

Ken personally i will and when i have our home built i will make sure this is put down before the tile. Look it up schluter ditra on youtube you will be impressed. I follow a few builders and they after 2 years highly recommend it now.
