If it were me I would power up another melee lord with the chainsword. Sure another legendary lord if you confederate one, but making whoever is your second army lord a beast is better than giving skulltaker more power when he is already overpowered.
I would like to add that the chainsword is great if you want a lord to rip through a lot of enemies in melee, but sucks if they're supposed to be a lord/hero hunter like Skulltaker. I think that he'd do better overall with The Slayer Sword.
Hey Lionheart: 20:32 Just build that Outpost already to stack up points and keep your options open for another stack and who knows they may upgrade there Military budlings to have Shades (Greatswords) down the line.
For the time being, Skulltaker should have the chainsword for sure. If you confederate Arbaal at some point in the future (and he doesn't have a unique weapon) he can have it instead too if you wish.
I say wait to do the quest battle until you're fully healed. Plus, you gain movement for your lords after every victory by the bloodhost and normal army victory in battle. So that main army will continue to gain movement with every battle you fight this turn.
Khorne campaigns can be quick if you are good. But you also need to make sure to pop out a second army ASAP in the south. I am surprised that the Lizardmen down there have not done anything yet. As Khorne, you do not really want to let enemies build in their forces from what I have heard.
I also think that Skulltaker us meant to be a duelist and absolutely wrecks lords and heroes, but isn't necessarily getting lots of kills. So a hero that gets more kills on chaff would be better. Also if the cultist is a buffer, throw him on the shrine and in with your infantry so they have a leader supporting them. Your cavalry murderball is fine without him.

I’d keep the chainsword on him till you get a second lord really strong then maybe swap over so you have 2 busted armies. Keep it for a while though
