This was said while Whitebeard was still alive so by Odas words he was more wanted than Whitebeard as Roger was already dead. His bounty has to be higher than Whitebeard by odas own words not necessarily Roger tho since he was already dead.

Shanks being 4billion proves that he is the strongest yonko at the moment, that's because he barely does any damage to the world, as a pacifist, and STILL is that close to Kaido and Big Mom in terms of bounty.

All of the bounties have something to do with the japanese names. For example, whitebeard was 5 billion 46 million. White in japanese is “shiro”.
In japanese, 4 = shi, 6 = ro
It's something like his title of "king of the beasts" sounds like "100".
So you probably don't know that Luffy has always been represented by the number "56" since Gomu can be read like 5 6. So a common theory is that since Roger's bounty is 5.56b, by the end of the series Luffy's bounty will be 5.6b like his number, 56, just barely surpassing Roger the previous Pirate King. Seems pretty good to me.

He’s commonly known as “The World’s Worst Criminal,” plus he certainly serves as the most direct threat to the World Government since the Revolutionary army’s plan is to overthrow the Celestial Dragons, which to me makes me believe he’d have the highest current bounty. However, I don’t know if he’d be higher than Roger since Roger isn’t alive while Dragon holds that title. So at least higher than 5.046 billion berries, Whitebeard’s bounty. I couuuld see it being as high as 6 billion potentially, but there’s not a whole lot to go on.
It’s highly unusual that Sabo, the No. 2 of the Revs, only has a 602 million berries bounty, though I got the impression that a lot about him was extremely unknown prior to his direct intervention at Dressrosa since people like Dadan and Makino didn’t know Sabo was alive until then, something they should have known from newspapers if there was common knowledge about him.
What it really comes down to is it’s difficult to judge when we know so little.
I don't think luffy will have a bounty by the end of the series. I think the world government as we know it will be dismantled since they're corrupt mofos and Luffy will put an end to the bounty shit

Shanks bounty impressed me the most considering he non aggressive (far as we know) and for all the years hes been a yonko hes had 1 fucking arm.

All the other bounties also have funny references or puns (all credit for this info to Tekking101):
* Big Mom: 4.388.000.000 --> 8 is 'hachi', and if you take the beginning of 8 twice, you get 'haha' which is the japanese word for 'mother'
* Kaido: 4.611.100.000 --> if you take the '110' in the middle, that is "hyakuyu", which can also be translated as "lots of animals"
* Shanks: 4.048.900.000 --> the 489 in the middle is phonetically shi-ya-ku, which if you stretch it enough comes to "shanks"
* Whitebeard: 5.046.000.000 --> 46 = shi-roku and shiro means white.
* Roger: 5.564.800.000 --> 648 = RO(ku)-JI-YA = phonetically Roger. PLUS 56 is phonetically gomu, and thus people are theorizing about luffy surpassing Rogers bounty of 5.5B by getting a bounty of 5.6B.

I don't think it registered in your brain, because of how much info was given, but i think you missed that whitebeard was on the rocks pirates. And also, maybe you missed it but ill point, out both times the SSG or Special Science Group was pointed out in this episode it was in the context as a would be "replacement" for the Shichibukai. Remember back when fujitora was talking to green bull he said "we dont need the Shichibukai anymore because vegapunk has created something"...... There's a connection.
Yeah, Shiki exists within the One Piece universe, despite being associated more with non-canon material. That meeting he had with Whitebeard in Chapter 0/Episode 0 was actually the first mini-Rocks Pirates reunion we saw.
