I thought your kid could take a test, and you could put the kid in the school you want

May be for a different county. Orange County has what they call controlled open enrollment but it does not involve a test. That’s at least what I gathered from speaking with someone over the phone.
Normal procedure though is going to the school your kid is zoned for.
