No, that's not true about residency in Japan. You can get residency without being Japanese. I know firsthand.
In Japan they are even racist towards Japanese of a different look or heritage or class. For example the Koreans that are third generation there but are classified as other and the minority in the North that grow hair on their face are considered other and those who are descendants of leather workers and handled meat when the nation was vegetarian are considered other even knowing they are millionaires and have four or five shoe stores they're still considered an untouchable low-class sorta Japanese.
This is so funny, because my wife is anti-racist to the umpteenth degrees, but is scared when the wind blows.

I disagree with that version of threat detection. I am a threat to no one. I physically can't be. Yet, i am targeted alot.
How do you like reading my script to everybody? How do you like having to be my little baby boy? How do you like having to prove yourself all the time? How do you like playing against a little girl? An untrained self made not even educated just a natural... You are going to start following my lead... I'm going to get so inside your head... No doubt I already am... You're going to chase me around the internet... You're going to try to figure out what my next move is... You're going to wish you were as smart as I am... And you're going to wonder how I got the best of you... Especially since I didn't fall for the game that you fell for...I don't Even have the rules, or the plan, or the facts. It's just Game theory Now isn't it? It's just strategy. And I'm just the best... Because I made me this way...
