Keyona Johnson California is a very clean and strict state. I’m a truck driver, they have very strict laws for trucks to keep the air clean. Pasadena is a nice city. That state really likes things to be in order if they can help it lol
One of the reasons the Rose Parade was started was to entice people back east and in the midwest to Southern California who most likely would be dealing with cold weather and snow on January 1st. The organizers wanted people to see it was warm and sunny so they have always made sure Pasadena looks the best it can.

Yeah Rose bowl parade don’t have horse shit everywhere on the streets for the marching bands to step in.
That's because the floats don't throw anything and there are no horses really the only reason but what would mardi gras be without horses and beads
