According to the Elder Scrolls lore, the reason Bretons are good at magic is because, back in the day, their ancestors used to get it on with the High Elves (Altmer). Essentially, the only people really good at magic are the elves or people related to them. The one exception possibly being the Nibenese, but they are essentially imperials and get no in-game bonuses to magic like Bretons, High Elves, or Dark Elves do. The Wood Elves (Bosmer) also have magic, but it is very specifically the ability to influence nature (an ability not represented in the earlier Elder Scrolls games). Bosmer can control animals, make themselves completely invisible in a forest environment, and, in the lore, make plants grow.
