Ya, I'd consider that a long wheelbase high racer recumbent with above seat steering. Pretty nice little hotrod. I like the additions of lights, fenders and saddle bags
Lean the seat back 20-30 degrees and you have a true recumbent!! That frame isn't semi-recumbent, it's fully recumbent!! When you have your feet-first, that's recumbent, a semi-recumbent has the bottom bracket well below the level of the seat, yours is even!

Never had any problems. Additional rollers were not needed.
