I also had an issue with it. I know it’s too late but they do eventually screw in and tighten but you have to do them at a slight like 10° angle. You can’t go in straight with them. You kinda have to feel around until it grips.
This chest of drawers is horrible. It is made of the softest pine wood. Its gonna get dented so easily. If you do insist on getting, get a pint of General Finishes High Performance water based poly finish. put at least 3 coats on the outside. it will help a little.
I assume this is long screws on the tall vertical timber pieces step 15. They have a hole all the way thru as expected, but one side is recessed drilled for the screw head so that it sits beneath timber surface and the length then works. So you have the vertical timber the wrong way around. I made the same mistake :)

screws for step 15 wouldn't fit... had to go to home depot and buy some longer yet slimmer ones. it holds but i don't feel so secure about it

there are no holes on the wooden part of the sliding rails and they expect us to drill for the screw...
Oh my god. Step 11 and 12. There are not enough CL AND CR pieces for this part. I want to scream. It says at the beginning there is 8 of each piece.
