In Ps, the mixing brush tool is for blending colors, just adjust the setting to your liking!!! I used to draw on Ps a couple years ago, now I switched to Clip Studio Paint (I find it easier since Photoshop was created with many goals in mind like animation, photography editing, drawing, graphic design, etc etc meanwhile other apps are mainly for drawing related tasks). Nowadays I honestly prefer Ps for editing rather than for creating illustrations, however it's still great for drawing because you have way more control over every little thing which can lead to better results, but that might be overwhelming as well as you'd have to learn all the options. Your art is beautiful in both attempts. I do prefer the more saturated colors in the Ps version but the hair rendering on the Procreate one
I never thought about photoshop as a drawing app, just an app you can draw with. I do love these vids showcasing different apps. I myself use Sketchbook (used to be autodesk sketchbook)
I love the way the skin is glowing in the photoshop piece, forcing you to not just blend the colors makes the skin look more interesting imo

In photoshop you can use the smudge tool for blending
