Crime is normal within these compounds. There is no oversight, accountability, or guardrails. These sites offer a haven and protection for its residents to nurture and commit their crimes. Denver City Council approves the zoning for these shelters knowing the damage residents in these compounds cause to communities and neighbourhoods. Most of these compounds are within feet of schools as well. This adds to the concerns of neighbours as some of those residing in these shelters are involved in child pornography and human trafficking.
