There are two samples here. "Rocka" and "Fellers". Fatboy Slim plays Ro-Ro-Ro-Ro-Ro-Ro-Ro-Ro- Rocka Fellas but at the ends they're reversed so it's "Akcor" "Srellef". You can hear it more clearly when he plays it in isolation in the interview.

This sample wasn't cleared. A lot of the others were, I think there was 9 different samples used in The Rockafeller Skank. Only half were cleared. I'm sure Fatboy Slim didn't make any money from this song as all royalties were split something like 25% each.
