That's unfortunately a design choice by the devs and while I don't know exactly how to change the script for there to be a current in creative, it is possible to copy anything you made in creative to a story mode save with a flowing current. If you're open to using a mod for the game, it's called "Raft Blueprint" and uses a simple command prompt to save something you've built. Another command will copy it instantly to wherever you're standing. It can be found here along with the launcher to install mods: www.raftmodding.com/mods/raft-blueprint
