The references to "our region" are to Albany, NY and upstate NY, both areas suffering from economic depression and recovering from natural disasters. The TED talk in question was obviously intended for Albany, NY audience, probably involved with NY's recent regional competition for economic development funds. David is addressing tech development in the Albany region.
How stupid! The fact that companies get $ from patents doesn't mean the system is good and powers economic growth. It could be very well the contrary: it is expensive and limits innovation & creativity.
Intellectual property is just monopoly. You're not "protecting creators" you are protecting profits from a company that is afraid of competition. Ideas belong to humanity. Sharing or copying ideas is how societies develop. Ideas belong to all. And if you need to use the government to prevent others from improving your idea, then you don't deserve that profit. Imagine if the weel was patented? Combustion engine, or physics concepts? Imagine if calculus was intellectual property hahahaha. Intelectual property stagnate progress and is to rob humanity future.
