WRONG - every one from General down has to salute Beharry, because Beharry wears the Victoria Cross. Both Beharry and Rushe were in unifrom, Beharry in dress uniform with medals, so Rushe could have and should have saluted him.
Every person that pulls on her majesties uniform is a hero, but you sir are a hero amongst hero's. Well done and thank you.

You salute the Medal. Everyone from General Chief of staff, Field Marshal down to Privates must salute a holder of the VC

After cuddling his mum and fiancée, and before taking his award, he should have walked over to Beharry and saluted him.
