that's because if you watch very closely the chase car is predicting and timing their transition to happen ever so slightly earlier than the lead car, this works because every driver on grid (that qualified) knows the line that is expected to be driven in lead so the chase car knows where the lead car should theoretically be at all times. When you start getting closer to the finals the skill level of the drivers starts to even out, so the chase car has to start taking more risks knowing the lead car will be exactly where they are supposed to be and thus you have battles like this..

left foot braking isn't really a technique used to slow down there's more effective ways of slowing down. Its used to momentarily give more grip to the rear of the car and thus the car will progressively angle up without making any drastic input that will upset the balance of the car. You can see he left foot brakes when he is in the lead too. i should also add that when left foot braking you typically only use 5-10% of the brake and modulate it till you're at your desired angle, Its a particularly useful skill to have on a tight track like this
The reason they are pushing as hard as they are is because they know they are being judged. Doing it just for fun doesn't bring out the best in drivers

Chase car needs to keep close and lead car needs to get away. Both need to have good angles on their drift and good racing lines. Winner is determined based on a point system following these guidelines
