I've always wondered that, too! I don't think they ever gave an explanation. But if I had to say, he most likely changed due to his 5 years in Mt. Mihara. The heat and energy of the volcano probably changed him physically due to how long he was in there for. Being in such intense heat for so long would have probably changed his appearance
@@mattzilla331 well honestly speaking, to me the roar sounds like someone burping. And it doesn't really show Godzilla's emotion like the later roar does. I think it's a good roar if they are trying to show him as a raging monster. But when he has to show more emotion, thought, and be less of a outright villain, I think the later roar is better.
I'm saying this. I place Heisei Godzilla above 1954. Design and portrayal as something more than evil (not that there's anything wrong with this). I just wish Toho would keep some roars from 1984-1991 era in later films.

Agree when they changed it for Godzilla vs. Mothra, it didn't sound right
personally I like the other heisei godzilla roars from 1992 to 1995. It's more of the classic Godzilla roar.
