Respectful salutation to the Maha Sangha. Let me take this opportunity to express my humble gratitude for the effort made by the Sangha to ensure and retain the integrity of the Tripitaka. As a Lay devotee I do not pretend to have the same knowledge and wisdom of the Maha theras but I do have some understanding of the Vinaya and Sutta pitaka respectively. During these past few years we heard and saw the erroneous and damaging claims made by some charlatans dressed as monks. I am glad that the heads of Amarapura and Ramannya nikayas are standing firm with the proposed legislation. Please extend and include this dialogue to the Siam Nikaya as well. It is vital that all three Nikayas stand together in unity to bring about this much needed legislation despite the contentions of the three Nikayas. Theruwansaranai.
It is true that there has been erroneous and damaging statements declared by some monks during past several years and they have made foolish followres in crowds. But to establish an act is not the solution. It is very dangerous to make legal restrictions to preaching and writing. Haven't you noticed that monks we consider to be good includong those who are very eager to establish the act too sometimes make statements different from the thripitaka? All will have to be full of fear and with restricted freedom in dhamma preaching. Some may think they have to be careful. But when this is established fear will dominate than care. Monks will hesitate to preach dhamma due to the uneasiness they experience. Do you know some Muslims write comments in favour of the act? Why do they do that? They like this act because after this is established they can establish an act for their religion too. Our foolish politicians will pass that too. You know according to buddhism there is no creator god. We won't be able to declare that even.

So according to you WHAT is the Solution??? The proposed bill does not exercise legal punishments for every mistake made by Buddhist monks whilst preaching. Rather it has a systematic mechanism by means of the Sangha committee to delineate the correct meaning of the Dhamma. If a monk does make a genuine mistake then they have several chances to rectify the mistake in the future. The legal punishments are for those who repeatedly and deliberately engage in erroneous teachings/ the legal punishments are to be used as a last resort after having exhausted all other methods of correcting a mistake. Therefore no monk should live in fear of retribution of justice. I suggest to you to read the proposed bill. This can be gained through the parliamentary website. As to the Muslim argument and the rejection of a creator deity by Buddhists, all I can say is that the pitakas are very clear that we do not believe in a creator. If a legislation acknowledges this as authentic, its more of a confirmation in our rights to believe in it than anything sinister. If the Muslims want a legislation for themselves, that is because they are united in the belief of the Qur'an unlike us who are far too busy bickering amongst ourselves about who is right and who is wrong. I here the monks who declared false statements were incited for discussions but they didn't come to participate. The monks who try their best to forward a bill can use their energy and time show the errors and correct facts to the public. They can upload videos criticising each video bearing wrongful interpretations. I have criticised their wrong ideas in their videos. But some disappeared. Some could be seen from my computer only. If out monks take the videos bearing errors one by one and upload videos criticising them shoeing the correct facts many people will undertand the right and wrong. Books can be written on errors considering one monk's lectures as a whole or little by little .. E-books can be uploaded. To improve the knowledge of adults in buddhism is a another remedy . Buddhism knowledge competitions and debates should be held as many as possible with attractive prizes. There seem to be several versions of the act.. There is an inexhaustible source of conflicting information already. These suggestions, debates, discussions and ideas are already in use (to a lesser degree, I grant) to counter the wrongful teachings with little or no effect. Haven't the Monks being doing exactly what you've suggested so far? I do not agree upon competitions and prizes. I think that would trivialise the teachings of the Buddha. The main aim of the proposed Bill is to standardise the Buddhajayanthi Tripitaka and the explanatory notes (Atta Katha) as canonical and unalterable. As to there being several bills- let me enlighten you that a proposed bill is not an Act of parliament nor is it Law. It is a bill in the making that will be drafted and tabled in parliament for debate once it is agreed upon. We listen to your discourses(bana) & to their's.They give us more accurate meaningful explanations to Pali sutras than your's.You are trying to use a kind of force to make us to believe your's.Is that correct?.By this there will be more laws to the monks than the ordinary people though they are supposed to be in free mind.Also you lay path to other communities to implement their laws to their crowd & splitting the concept of one law to all .If monks are breaking civil laws ,been head monks if you don't have power to control them you could bring them to the law(police/courts) to punish them.Why you don't do that?We see leading monks are fighting for temples I courts.Is that o.k.?Isn't it a shame to forcefully control them?Why you don't have media or public discussion with those monks & proved the correct thing?Then we could find the truth.
How do you know they are more accurate? When a new idea is declared people grab it as the truth without any care. That is ordinary human's nature. But a buddhist should be wiser than that level.
