Found my problem there was a valve on the heater core house that prevents the coolant from flowing into the core keeping the cab cool in the summer time opened the valve now I have heat
I've replaced several dozen of these international actuators. The plastic just degrades over time. Almost every one was the harder one to get to. They are both the same actuator bybthe way. Glad you figured it out!

Can you manually switch it from cold to hot without changing the risistor
dan NEWYORK yes you can, if you don’t have the time to fix it. I found that out at the end. Lol but to each there own right.
Ok I checked both actuators work what else could it be?
dan NEWYORK have you checked your heater core? And it could also be your fan resistor.

Can you tell me where the valve is on the 4300 I have the same problem no real hot air coming out of the heater
Todd Davidovitch check your actuators they may have something to do with it.
Clean the egr valve too
Always check your actuators before you start throwing money at it. I fixed it.

My same truck model 8600 sba fan blower not working
Sometimes the actuator on the blower motors go bad. Have you checked it?
