I think Lion Rampant was the first published rule set and then Rebels and Patriots and TMWWBK came shortly later both of these with similar mechanisms and the 12/6 shooting die mechanism. In fact, both R&P and TMWWBK rules are very similar in operation. thoroughly enjoyed the game and I agree that the "attacking" units will suffer from being fired at first. In this case, Dom's die rolls, especially, with two units firing at one, really hurting even with their quality differences helping the Brits' morale rolls.

A couple of years ago I played a game where each activation allowed each unit to do two things. I added reload as a further task, so for example move and fire, rally and move, rally and fire, move twice! It seemed to work okay. Next time we play Gra, maybe we can give that another go. 😁

Yes, they get the cover bonus all the time, but if in a wood they get no extra. I thought we did that in the game, but without watching it I cannot be sure. I am away right now so I won’t get the opportunity to check. So, just to confirm, light troops and skirmishers get the cover bonus all the time, without any extra bonus for actually being in cover. 👍

I thought skirmishers made use of all available soft cover while moving or in open ground or in a wood not both.;-)
