Ford starters for many years have been notoriously hard to get to that third bolt way up by the engine, that's why in some cases that bolt isn't replaced.

If the old bolt looks like that one then there's definitely some thread damage. At least flush it out with WD and a q tip. Look for metal. Better still run a tap through and clean up the threads. It's the one chance you have before it's stripped and needs a helicoil insert. If you don't have a tap you sacrifice one or two bolts. Going a little bit at a time and backing out, cleaning up the threads with WD and going deeper till it's clean. It may take several bolts or a file for removing burrs from the threads. Consider using blue lock tite once threads aren't perfect. When you are tap a damaged thread it moves metal, restores balance and harmony. It is really something not to be missed.
