Matt Groening said it's based mainly on Springfield, Oregon, but really, there are several Springfields all over the nation, so it's a representation of a quintessential American town. Groening is also from Oregon, so there's that. But I think the Vermont thing is based off a contest that Springfield, Vermont won. There are apparently 67 different Springfield places in the USA!
